Terrapin designed and constructed the Early Excellence Centre at the Cotswold Centre near Corsham, Wiltshire, in line with Sure Start requirements, using pre-engineered building methods and experiences gained from other Sure Start schemes.
The Government’s ten year strategy, ‘Choice for Parents, the Best Start for Children’ was announced in December 2004 as part of the Chancellor’s pre-budget report. It sets out its commitment to invest in childcare, early education and work-life balance so that families are able to secure the best start in life for their children. The strategy builds on the work Sure Start local programmes and Early Excellence Centres have established in many areas. It represents a major government commitment to ensure these services are available to all children and families.
Recent research has proved children who enjoy access to nursery education before school age demonstrate better attainment at school. Minister for Children, Margaret Hodge, said, ‘This comprehensive piece of research means we can now say definitively that high quality pre-school experiences have lasting effects. We’ve invested an enormous £13bn plus in Government funding since 1997 in Early Years services, and, for me, this research justifies our commitment to universal Early Years education.’
The Early Excellence Centres programme was set up in 1997 to develop models of good practice in integrating services for young children and families. The centres offer high quality practice in one-stop-shop integrated education and day care for young children, and services and opportunities for parents, carers and the wider community both directly and in co-operation with other providers.
The Cotswold Excellence Centre forms a pre-school annexe linked to the existing primary school, with a total floor area of 166 sq m. As well as nursery facilities it has tutorial areas for parents with information on childcare, further education and seeking employment. Externally, the building complements the existing school with white cladding, a pitched roof and a clock tower.
